The GE Foundation is providing support for a pilot program to work with Connecticut, Rhode Island, and Massachusetts academic leaders and policymakers to move institutions forward, accepting responsibility for improving student learning, and moving from access to completion.

The Pew Charitable Trusts sponsored the initial three-year inquiry, and the Ford Foundation funded the exploratory analysis of similar issues in higher education policy internationally.

The Carnegie Corporation and the Rockefeller Foundation provided support for an invitational international conference.
