Project Compass: Phase 1 – Planning Year
Request for Proposals
This Request for Proposals (RFP) invites public four-year institutions of higher education in New England to formulate proposals for Phase 1 of the Project Compass initiative, the Planning and Capacity Building Year. Three to six institutions will be funded with grants of $100,000 each for the Planning and Capacity Building Year. During the planning year, Project Compass will create a learning community of colleges and universities that share the goal of measurably improving academic outcomes for underserved students, while at the same time changing institutional policies and practices to sustain and expand those efforts.
Becoming a participant in the Project Compass initiative requires institutions to respond in ways that are consistent with the best knowledge of the organizational change process. This cannot simply be a project conceptualized by the president, a small group of administrators, or a faculty or student affairs leader. To establish the base for institutional change, the process of developing the proposal must include key stakeholders involved in the diverse policies and practices inherent in strengthening retention, success, and graduation of underserved minority students, including those students from low-income and first-generation backgrounds. The proposal development process will require careful participation from members of a cross-functional team of institutional leaders.

Proposals can be mailed or emailed (no faxes will be accepted). If sent by mail, three copies of the Proposal Portfolios should be postmarked no later than June 11, 2007 to:
